Only about 5% of that fire was contained early on Monday after crews lost ground against a wind-driven flareup a day earlier.

PG&E said its goal is to restore power to a "vast majority" of customers within 48 hours after the winds have died down.

The Los Angeles Times reports the Santa Ana winds began to pick back up Sunday night and were expected to last through Monday, increasing fire risks.

But PG&E Expects to issue a weather "All Clear" for safety inspections and restoration work to begin early Monday morning for Northern Sierras and North Coast, the company announced early Monday. "However, due to the dynamic and changing weather conditions, and high fire risk, some customers who are now out of power may remain out throughout the duration of the next potential PSPS event".

Forty-three of California's 58 counties are under a red-flag watch for high fire danger.

California made a request for assistance through the Emergency Management Assistance Compact, a national state-to-state mutual aid system, and the OR state fire marshal authorized the mobilization of 15 strike teams.

The fire has been intensified by winds of up to 102mph which have helped it pursue a faster course through the state.

Many people fled into neighboring areas like Marin County and struggled to find shelter, CNN affiliate KPIX reported. "It just rages and suddenly it stops, and you see a bird drifting by", she said.

Roughly 175,000 people live in Santa Rosa, and many of those residents may join the 90,000 people in Sonoma County who were already ordered to leave their homes Saturday night. "We still have another 24 hours of risky red-flag conditions".

Evacuees included 13 emergency room patients, 8 neonatal patients and 10 intensive care patients, The Santa Rosa Press Democrat reported.

Thousands of homes across Sonoma County were being threatened by embers that could land anywhere the wind blows.

He said he wasn't sure who, if anyone, to blame for the repeated fires, but said he didn't fault PG&E for turning off the electricity to try to prevent them.
