"The update mentions that the state of emergency for the city of Los Angeles means that the city and the county "qualify for additional funding needed to prepare for COVID-19 in the future" and that officials will "continue to prioritize measures and guidelines that are focused on cleanliness and safety".

The deaths - eight in King County and one in neighbouring Snohomish County - mark the first fatalities documented in the United States from a respiratory illness that has killed more than 3,000 people worldwide, mostly in China, where the epidemic originated in December.

"We will ensure that people who test positive for the novel coronavirus and their close contacts are quickly identified and closely monitor and supported while they are in isolation and/or quarantined", said Dr. Barbara Ferrer, director of the County of Los Angeles Public Health Department. The nine cases include four tied to a suburban Seattle care facility that has reported multiple virus cases and deaths. In Oregon, the state Health Authority said Sunday that a second person in the state tested positive for the virus.

LA County is the next major California region to declare a public health crisis, following Marin County, San Francisco and Orange County. Los Angeles Mayor Eric Garcetti said he signed a declaration of a local emergency for the City of Los Angeles, at the press conference Wednesday morning. "We have contingency plans in place and our team is trained in multi-hazard emergency coordination, including working with our partners at LA County Department of Public Health for this type of public health crisis".
